  6. County and District Councillors ReportsTo receive and note reports and to clarify any points from the said reports. (District Council generic report attached).
  7. Great Waldingfield Neighbourhood Plan Steering Committee – To receive an update and consider any matters.
  8. Transport Working Group – (Via Neighbourhood Plan Steering Committee) – To receive an update from Chilton Parish Council and to consider further.
  9. CIL (Community Infrastructure Levy) Working Party – To receive and consider any updates.

To consider and make observations to the LPA (Local Planning Authority) on proposals received in the Parish Council’s consultee role. (Please view plans online in advance of the Meeting).

  • Planning Applications Received:
    • DC/23/00769 – Pear Tree Cottage, Lavenham Road – Erection of two-storey link extension, (following demolition of existing conservatory), including alterations to fenestration to existing single-storey rear extension and construction of cladding.
      1. Planning Applications Received after the Agenda – To receive and consider.
      2. Planning Decisions Received from the LPA
    • DC/23/00049 – 14 Heathway – Erection of single storey rear extension (following demolition of conservatory) – To note that the LPA has approved this application.
    • DC/23/00821 – Land off Bantocks Road – NMA (Non-Material Amendment) to DC/18/04309 – Land scaping scheme – To note that this NMA is proceeding.
    • DC/22/06403 – 51 Bantocks Road – Conversion of existing floorspace into a self-contained annexe for short-term letting – To note that the LPA has refused this application.
  • Planning Appeals Received – None
  • Chilton Woods Development (cross-boundary) – (Maiden Fields) – To receive an update/report from Councillor Rushton

  • Schedule of Accounts for Payment – To receive, consider and agree payments since the last Meeting. (To follow).
  • Bank Reconciliations – February 2023 -To receive, consider and agree. (Attached).
  • The Coronation of His Majesty The King – To consider any requests received from the Events Working Group, including the planting of a flowering Cherry Tree at the Queen’s Jubilee Garden (cost £40).
  • Jubilee Garden – To consider the request for planting Lavender plants. (Matching the opposite bed – cost approximately £6.99 each -total £69.90 for 10 plants).
  • Great Waldingfield Horticultural Show – To consider the grant request for the cost of the hire of the Village Hall.
  • Urgent Finance Matters – To consider and agree any urgent finance matter after the agenda has been sent.
  1. Playing Fields/Parish Council Land/Assets – To receive, consider and agree:
    1. Playing Fields Play Equipment – Monthly Report – To receive a report regarding the risk assessment following visual checks and consider and agree any matters.
    2. Play Equipment – To receive an update and consider further.
    3. Queens Diamond Jubilee Garden (QDJ) – To consider and agree any matters.
  2. Community Warden Scheme

To consider the SLA (Service Level Agreement) from 1st April 2023 to 31st March 2024. To receive a progress report.

  1. Suffolk County Council Community Self-Help Scheme – To consider. Community Self-Help Scheme – Suffolk County Council
  2. Parish Council Committee or Working Group Meetings – To receive any updates and agree any matters including from the Biodiversity Working Group. To consider the request from the Biodiversity Working Group for £96 for wildflower seeds for local residents and £15 for compost and seeds for the Community Litter Pick and Wildlife activity.
  3. Buses/Public/Community Transport for Village – To receive an update and consider any matters.

  • Next Parish Council Meeting – Monday 17th April 2023 at 7.30pm at Great Waldingfield Village Hall. (Last Meeting of the current Council before the local elections).
  • Great Waldingfield Annual Parishioners Meeting – Monday 20th March 2023 at 7.30pm at Great Waldingfield Village Hall.
  1. Resolution to Exclude the Public and the PressThe Public Bodies S.1 (2) (Admission to Meetings Act 1960) and the Local Government Act 1972 ss 100 and 102 (amended 2014). The Council is asked to consider and agree to exclude the Public since publicity would legally prejudice commercial sensitivity and confidentiality.
  2. Minutes of the Confidential Parish Council Meeting held on the 13th February 2023The Council is asked to receive, consider, and approve the Meeting Minutes. (Minutes attached – Councillors only).
  3. Update/Matters Arising from Confidential Minutes held on the 13th February 2023The Council is asked to receive and note any updates.
  4. Parish Council Assets & Assets/Land Transfers/Leases (County Council) – The Council is asked to receive an update and agree the next steps.
  5. Succession Management – The Council is asked to consider the next steps following the notice period and the retirement of the Clerk and the subsequent recruitment and selection process.
  6. HR & Complaints Committee – The Council is asked to agree the recommendations of the Committee Meeting held on the 13th March 2023 at 6.30pm.
  7. HR & Complaints Committee – The Council on behalf of the Committee is asked to consider the details of correspondence received on the 2nd March 2023 due to timescales.
